Westmoreland County Jail (Pennsylvania) guard accused of selling illegal steroids
A Westmoreland County jail guard is accused of selling illegal steroids on three occasions during the past year to a confidential informant working undercover with state police. Jacob A. Shaffer, 22, of Hempfield was arraigned Monday on three counts of violating the state’s Controlled Substance, Drug, Device and Cosmetic Act filed by state police Trooper Teko Angelicchio of Greensburg. “(Shaffer) was suspended without pay effective Friday when we learned about it,” said Warden John R. Walton. Walton said Shaffer was hired as a part-time guard in February. Angelicchio reported in the affidavit of probable cause that a confidential informant approached him on March 25 and said Shaffer was dealing anabolic steroids. Commonly known as performance-enhancing drugs illegally used by athletes, the drugs have similar effects to testosterone and can increase body weight and muscle mass. “The confidential informant contacted Shaffer at my direction and arranged to purchase a cycle of steroids. A price was negotiated at $470,” Angelicchio wrote. The informant paid Shaffer for the steroids on March 26 at a residence in Jeannette, and Shaffer delivered the steroids two days later, according to the affidavit. The steroids were contained in five vials that were to be injected, Angelicchio said. The steroids were delivered to the informant on March 28. Other state police troopers working undercover witnessed the transactions with the informant, according to the complaint. The complaints were filed after the contents of the vials were analyzed at the state police laboratory. Shaffer could not be reached for comment. He was arraigned Monday before Jeannette District Judge Joseph De-Marchis and released on $10,000 recognizance bond pending a preliminary hearing on Dec. 11.
